EMS Director
Position Title: County EMS Director
Location: Shelby County, Iowa
Department: Emergency Medical Services
Salary: $90,000 to $110,000 (commensurate with experience)
Position Type: Full-time

About the Role:
Shelby County is seeking a dynamic and experienced professional to serve as the EMS Director. This critical leadership role will be responsible for overseeing the emergency medical services (EMS) operations throughout the county, ensuring the highest standard of emergency medical care is delivered to residents and visitors. The EMS Director will lead a dedicated team of EMS professionals, coordinate with local and regional health services, and manage resources to improve emergency response times and patient outcomes.
Key Responsibilities:
- Leadership & Management: Provide overall leadership, direction, and supervision of the county's EMS operations, ensuring efficient and effective service delivery.
- Operational Oversight: Manage day-to-day operations of the EMS department, including staffing, scheduling, training, and equipment maintenance.
- Budgeting & Resource Management: Oversee the department’s budget, ensuring the appropriate allocation of funds for equipment, personnel, and training. Identify funding opportunities and grants to enhance services.
- Policy & Procedure Development: Develop, implement, and enforce policies, procedures, and protocols to ensure compliance with local, state, and federal regulations.
- Collaboration & Coordination: Work closely with local government officials, hospitals, fire departments, law enforcement agencies, and other stakeholders to improve emergency medical care and response times.
- Staff Development: Recruit, hire, and provide ongoing training and professional development for EMS personnel. Foster a positive, professional work environment.
- Emergency Response: Oversee response protocols during major incidents, ensuring that EMS resources are efficiently mobilized and coordinated.
- Data & Reporting: Analyze EMS performance data, generate reports for county leadership, and make recommendations for improvements in services and operations.
Required Skills and Qualifications
· This is a physically demanding position requiring individuals to climb, balance, stand, stoop, kneel, crouch, crawl, reach, walk, push, pull, lift, grasp, see, and complete repetitive motions. Individuals are required to exert force and may be required to hold constant force or pressure.
· ability to lift, carry, and balance up to 125 pounds (250 pounds with assistance
· Ability to demonstrate leadership and management skills
· Paramedic in good standing throughout employment preferred
· Certification in ACLS, PALS, and CPR.
· Ability to review and learn about Medicare/Medicaid and Private insurance billing rules, regulations and documentation requirements.
· Proven experience with developing budgets
· Strong understanding of incident command systems
· Must have skills necessary to professionally interact with citizens, families, physicians, coordinating services and agency staff. Positions requires the ability to model behaviors for staff, customers, and public in loyalty, integrity, appearance and work habits.
· Ability to think critically and make decisions under pressure
· Able to review, develop, and practice patient care protocols
· Knowledge of local, state and federal rules and regulations around patient care, billing and medication purchase, storage and usage.
· Any equivalent combination of training and experience that provides the knowledge, skills, and abilities may be considered.
· Must pass criminal background check, drug screen, physical examination, agility screen, and have a valid Driver’s License with a satisfactory driving record
Preferred Skills and Qualifications
· Experience working with government agencies at the local, state, and federal levels
· Critical Care Paramedic
· PHTLS
· Grant writing experience
Special Requirements:
- Ability to work evenings, weekends, and holidays as required during emergency situations or special events.
- Valid driver's license with a clean driving record.
- Ability to pass background checks and drug testing.
